All the significant road improvements, which include: mixed-flow lanes, carpool lanes, connectors, and ramps, were finished and opened to traffic on September 20, 2008. The final construction and finishing touches were finished by mid-December 2008. The California Department of Transportation (Caltrans), the Riverside County Transportation Commission (RCTC), and the Federal Highway Administration (FHWA) worked in partnership to make this project a success.
